U.S. Army Corps of Engineers (USACE) – Environmental Assessment of 175 Buildings at
U.S. Army Garrison Yuma Proving Ground (YPG)

This YPG/USACE project was performed for a client in preparation for building demolition activities and demonstrates Eco’s capability to mobilize and provide consistently safe, high-quality asbestos, and LBP survey services for any size of the project assigned to us. Over a performance
period of 1,095 10-hour working days Eco conducted asbestos, LBP, mercury, polychlorinated biphenyls (PCBs), and sampling surveys for 175 structures ranging in size from 100 square
feet (SF) to 90,000 SF (1,018,000 SF total). All materials suspected to contain asbestos in concentrations >1%, and LBP at concentrations ≥ 1.0 mg/cm2 (tested via an XRF analyzer)
were assessed. Confirmation dust wipe and paint chip sampling of asbestos and lead
was performed, where needed.
In addition to developing a highly detailed Workplan, Eco prepared a Site-Specific Sampling and Analysis Plan (SAP), Waste Management Plan, Site-Specific/Task-Specific Health and Safety Plan (HASP), and Quality Assurance Surveillance Plan (QASP). We provided a total of 175 final reports
that included tables, figures (drawings/maps), laboratory reports, photographs, and certificates of qualified persons to document building descriptions, work activities, and investigation results. After all work was approved and finalized, a DVD was sent to the YPG that included a GIS file containing an ArcMap of all the buildings, and a reports folder containing 818 PDF report files
with executive summaries, figures, tables, and photos.
