Mohammad Estiri, Ph.D.

Project Director

Dr. Mohammad Estiri is the project director, head of
programs and business success at Eco.  He has been Eco’s program director for the Port of Los Angeles over the past 12 years, Southern California Edison for 6 years, Southern California Gas Company for 15 years, and has led more than 27 U.S. Army Corps of Engineer contracts valued at
$100M over the last 22 years at Eco.

Dr. Estiri has over 40 years of experience in the
fields of environmental science and engineering, soil physics, and irrigation engineering. He has been involved with assessing sites impacted with hazardous materials (i.e., Phase I, II, and III site investigations), remediating soil and groundwater impacted by hazardous waste, and biologically treating hazardous materials. He has also assessed and monitored the mobility of chemical compounds and movement of water and solutes in soil, developed
analytical and numerical models. Additionally, he has conducted mutagenicity studies of municipal and industrial sludge and determined hydrological balances.

Dr. Estiri has conducted and taught (UC Riverside)
baseline risk assessments, managed both large and small projects, and assessed cleanup levels for various medias impacted by multiple chemicals of concern. He has taught several courses, including advanced land waste disposal, soil physics, introductory soil science, and risk
assessments.

Janet Holtz

Environmental Assessment Project Manager

Janet Holtz is the Environmental Assessment Project Manager at Eco, where she performs siting and acquisition

activities. With 30 years’ experience supporting public and private sector clients throughout California and the

United States with the environmental due diligence process. She is an ASTM Environmental Professional.

Her areas of expertise include ASTM- and AAI-compliant Phase I and II environmental site assessments

(ESAs); oversight of soil, soil vapor, and groundwater sampling; regulatory compliance evaluation;

permitting; and facility auditing. Ms. Holtz has conducted and overseen hundreds of Phase I ESAs for

California energy companies, including Southern California Edison (SCE) for acquisition, divestiture,

linear transmission line assessments, and substation removal projects. She also works in the solar and

wind power sector in evaluating the environmental condition of large tracts of land for solar and wind

farms.

As Principal Environmental Scientist/Project Manager, she has been responsible for hundreds of ESAs

annually for siting and acquisition, land management, and substation retirement projects throughout

central and southern California.
