Mr. Smock performed duties as the IBCT Resident Engineer and Administrative Contracting Officer (ACO/COR) for several USACE Districts on numerous large construction contracts IAW District, Program and Area Office policies. Duties included developing mission goals and administering comprehensive quality management programs for the offices. John managed a team of 25 government and contractor employees who administered contracts for the construction of a large complex for two combat brigade teams. The resident office projects peaked at 2500 contractor personnel and millions of no lost time man-hours.

Mr. Smock as Resident Engineer and Administrative Contracting Officer (ACO/COR) worked on numerous construction and rehabilitation projects. He was responsible for the full range of duties associated with the administration of contracts for three different USACE Resident Offices. Contracts included a wide range of Milcon and infrastructure upgrades such as a total runway replacement, new facilities, upgrades to existing, and several environmental cleanup related projects.

Prior to becoming a resident engineer, Mr. Smock worked as a project or office engineer for various districts on a variety of projects. Mr. Smock performed the duties as the COR on various IDIQ contracts assigned to these various Offices. He supervised a staff of Government and Title 2 personnel on contacts that included infrastructure and environmental upgrades on existing facilities, UST removal, airfield paving & lighting, salt mining for nuclear waste disposal, roofing, paving and life safety projects.
